How do I proceed with the error message: "Database connection to host "localhost" failed. Error code #1040. Error message: Too many connections"?

The error message indicates that process starters or API Connections are running too frequently. Please check whether individual process starters throw an error message. This can be done in System Health or directly in the Process Starters module.
